The Former President's Woke Warning Overlooks The Continent's Real Threat: Technological Decline.

The recent US national security strategy presents a flawed view of the European Union. The document asserts that unrestrained immigration and so-called "progressive" agendas represent an existential risk to European civilization. Yet, this argument rests on a fundamental misinterpretation of the reality. The true challenge facing Europe is not cultural but technological and economic lag.

The Stark Economic Divide Between the US and Europe

Statistics paint a stark contrast. Between 2008 and 2023, American economic output grew by 87%, compared to a paltry 13.5% growth for the European Union. During this period, EU GDP per capita fell from 76.5% to just 50% of the American figure. Strikingly, even Mississippi now boasts a higher per capita income than major European economies like Italy and France.

Today, roughly half of the world’s top fifty technology firms are American, while only four are from Europe.

The Innovation Deficit: A Critical Question

The growing economic gap is driven by superior efficiency gains in the United States, fueled by technological innovation and higher total factor productivity. The landscape of world technology leadership is overwhelmingly American. Over the past five decades, 241 US firms have grown into companies valued at over ten billion dollars, versus just 14 in the European continent.

This disparity prompts a pressing question: As the competition for tomorrow's sectors like AI, semiconductors, and quantum computing, what is the EU stand? Most analysts agree it is largely a contest between two between the US and China, with Europe starting at a clear disadvantage.

Root Causes of Europe's Technological Lag

A number of major factors account for this technological divide.

  • Venture Capital: The US boasts a far deeper and agile network for financing new ventures. Europe has yet to establish a genuine capital markets union, which caps the growth potential of emerging companies.
  • Regulatory Fragmentation: Excessive and fragmented rules hamper Europe. A US startup can launch a product under a single regulatory framework to access a market of over 330 million. The EU, despite a larger population, is divided among 27 different national systems, creating huge internal barriers.
  • Mindset Differences: Views on entrepreneurial failure vary greatly. In parts of Europe, business failure was historically viewed with penalties, whereas in the US, it is often seen as a badge of experience.
  • Defense Spending: The US benefits from a tightly woven innovation pipeline linking defense and academia. Europe's chronic underinvestment in defense has weakened its capacity for breakthrough innovation.

A Path Forward: Reasons for Cautious Optimism

In spite of these hurdles, there are reasons for optimism. European leaders are increasingly aware of the existential challenge and have begun to propose substantial change. Key analyses on European competitiveness and the internal market highlight the need for sweeping changes.

With the right policies and regulatory reforms, Europe's strengths could support much higher levels of commercial innovation.

The continent retains significant strengths: skilled workforce, top-tier education systems, and premier labs. Alongside a large internal market and high savings rates, these elements have the potential to unleash a surge of venture creation.

Crucially, even if the EU does not become the leader in developing next-generation tech, it can still dramatically boost economic output by implementing and tailoring innovations from elsewhere.

An Inflection Point

The European Union now faces a critical crossroads. As the saying goes, decline often happens "gradually and then suddenly". To date, Europe's technological decline has been gradual. But, if it fails to take bold steps to tackle its deep-seated problems, today's gradual weakening could turn into a sudden and irreversible decline in world influence.
