Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the introduction of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been contained. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: another massive barrage of missile and drone strikes on Kyiv.
The Cycle of Diplomacy and Destruction
The succession of opposing developments captured the bleak nature of the outgoing year. By day, negotiation efforts are conducted: hopeful statements are released from different nations. Significant resources is devoted on containing specific proposals. By night, Moscow clearly shows the world that, for them, conflict continues to be the key method for achieving "resolution".
Nocturnal Warfare
As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor rocket firings from Russian territory, a capability afforded by up-to-date information. From vantage locations, defense planes that had been scrambled to intercept incoming aerial threats streaked across the sky – modern combat jets delivered to Ukraine by European allies.
Shortly after, Kyiv's missile defense thundered: several firings targeted at a hostile projectile. This was a modern interception technology at work, most likely supplied through partner states. Every firing creates sudden vibrations, causing tremors. The brief panic quickly transforms into grim resignation: perhaps the approaching threat won't strike its target this time, protecting urban areas from devastation and another blackout.
Continuous Dangers
Soon after, a heavy machine gun engaged a drone close by, part of a defensive team – most likely Western-made equipment. Unfortunately, the bullets missed the hostile drone – it pressed on overhead toward its objective.
Periodically, this carried on until dawn. Kyiv awoke to the daybreak reports: seven people killed, damage and heating outages in many homes as a result of the night's assault. As customarily, everyone still went about their day – living the war. But those entire period illustrated Ukraine's vital need on Western support – a reliance that neighboring countries are evidently unprepared to substitute in the near term.
Unsuccessful Negotiations
The detailed framework from American leadership generated strong feelings, debate and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.
Every new initiative from US leadership follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually secure success. This cycle will, certainly, persist.
Tactical Assessments
It is tempting to accuse particular leaders of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. US administration works based on a principle understood by seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The US administration believes that it is unfeasible to compel Moscow to relinquish the land that it currently occupies in Ukraine's southern or eastern regions.
The challenge is that while recognising this factual reality, American administration does nothing to deter Moscow, through diplomacy or military means, from believing that the current condition will not shift further in its favour in the near future.
Opposing Positions
Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their reason to agree to terms that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's leader remains highly assured in the result.
On the contrary, Kyiv believes that Ukraine can still persist, slowly losing people and territory but avoiding a complete military breakdown until conditions improve in its advantage.
Present Conditions
Realistically, there are no actual prerequisites for a armistice. Now, individual motivations are becoming relevant: political desires to mediate resolution and secure international recognition, and Ukrainian leadership's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unworkable, so that their attention does not shift toward domestic problems. And although their task will now be considerably more difficult after recent developments, it remains quite doubtful that this will change their overall approach.
These opposing factors are guiding negotiations.
Summary and Prospects
It took a just a single week to kill the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the rest of Europe, along with pacifying measures of representatives, and finally, recent disclosures, all achieved their purpose.
While new initiatives based on established approaches are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to alter the situation, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, largely rely on sustained allied backing.
